Sam Ogbemi Daibo

Biography

Sam Ogbemi Daibo is a visionary development leader and seasoned executive with more than 35 years of experience across the private sector, international development, and policy engagement. Widely respected for his strategic foresight and inclusive leadership, Sam has been at the forefront of pioneering peacebuilding and sustainable economic development in Nigeria’s Niger Delta.

Sam previously served as Director of Government Affairs at Chevron Nigeria Limited, where he led high-level stakeholder engagement and championed systemic reforms in corporate-community relations. Notably, he steered Chevron’s transition from the General Memorandum of Understanding (GMoU) model to the innovative Host Community Development Trusts, aligning with the landmark Petroleum Industry Act (PIA) 2021—setting a new national standard for inclusive development in the oil and gas sector.

This marks Sam’s return to the Foundation for Partnership Initiatives in the Niger Delta (PIND), where he previously served as Executive Director from 2013 to 2016. During that foundational period, he transformed PIND from a corporate social responsibility initiative into an internationally recognized development institution. Under his leadership, PIND became a catalyst for cross-sector partnerships, policy influence, and scalable solutions that uplift livelihoods and promote stability in the Niger Delta.

An advocate of market-systems approaches and evidence-based policymaking, Sam has worked alongside global development partners such as USAID, DFID, GIZ, and UNDP. He is skilled in translating complex development challenges into collaborative, results-driven strategies that deliver measurable impact.

Sam holds a B.Sc. in Agriculture from the University of Calabar and an MBA from the University of Benin. He is a trained mediator and alumnus of several of the world’s leading business and leadership institutions, including Harvard Business School, London Business School, Columbia Business School, and the University of Virginia Darden School of Business.
